China launched study on the monitoring system of forest resources |

To meet the growing need of sustainable forestry development strategy that focuses on ecological development, the Chinese government launched the study on the monitoring system development framework of forest resources and their ecological status on December 15, 2004 to provide scientific basis for the national macro policy-making on forestry.
The experts noted, at the inception workshop, that since the Chinese forestry has already experienced a historical change from the previous timber-production-oriented into ecological-development-oriented ,ecological need has now become the top priority. Although China has basically established monitoring systems on forest resources, desertification, wetland, forest insects and forest ecology, the integrated monitoring system is still far from meeting the need of ecological development, particularly it cannot address the impact of the great changes of ecological conditions on the national economic development. In addition, the topics of monitoring are so incomplete that it has to include such topics as the climate mitigation, water storage, biodiversity, species change, wildlife protection, forest health and conservation.
In studying the monitoring system development framework of forest resources and ecological conditions, the status and trend of forest resources monitoring in international context will be fully understood to find the gap between China and the developed countries in the establishment of comprehensive monitoring system. On this basis, an overall strategy and guidelines on the integrated monitoring system development in China will be studied and proposed. Similarly, the strategic objectives and priorities for the monitoring system development will be identified. By balancing the national and local monitoring on forest resources and ecological conditions, an overall framework on the monitoring system development under the above subject will be established and the safeguarding measures will be provided as well.
The State Forestry Administration(SFA) of China has attached great importance to this study, listing it as one of the key scientific research programmes of SFA in 2005. A national leading group has been established, with Mr. Lei Jiafu, Deputy Administrator of SFA as the team leader. Under the leading group, an experts panel has also been formed. This program will be implemented by the experts and scientists from SFA, Chinese Academy of Forestry and Beijing Forestry University.
